Built by CFMF of France for wagon leasing company STS (later VTG), the 50 PCA bulk cement wagons of the PC017B design diagram began entering service in 1982. A further batch of 15 wagons was manufactured in 1985 by another French firm, Fauvet-Girel, and assigned the PC017C design code. Companies such as Blue Circle and Rugby Cement have leased these vehicles during their time in traffic.

Accurascale PCA Bulk Cement – Rugby Cement – Pack 7 is a model kit representing British Rail sectorisation era railway wagons.
The kit carries the livery of Rugby Cement and bears the manufacturer part number ACC3319.
The wagons depicted were built in two batches by French manufacturers. The first batch of fifty PCA bulk cement wagons, coded PC017B, was constructed by CFMF for the wagon leasing company STS (later VTG) and entered service in 1982. A second batch of fifteen wagons, coded PC017C, was manufactured by Fauvet‑Girel in 1985. During their operational lives the wagons were leased by companies including Blue Circle and Rugby Cement.
