Accurascale PCA Bulk Cement – Rugby Cement – Pack 4 is a model railway set that represents British Rail sectorisation. The kit is supplied in the Rugby Cement livery, carries the manufacturer part number ACC3316 and depicts a group of cement wagons used in the early 1980s.

The wagons modelled are the PCA bulk cement types originally built to the PC017B design. Fifty of these were constructed by CFMF in France for the wagon‑leasing company STS (later VTG) and entered traffic in 1982. A further fifteen wagons, built to the PC017C design by the French firm Fauvet‑Girel, were added to the fleet in 1985.

During their operational life the wagons were leased to companies such as Blue Circle and Rugby Cement, providing bulk transport of cement across the British rail network.
